doing some video encoding so i can test out video acceleration on rk3566

@imrehg pretty well i'd say. h264 decoding works nicely, though i wasn't able to test h265 and vp9.

@danct12 @imrehg on rk3588 h265 works really well I think. VP9 however doesn't.
