My understand is that it’s related to the power circuitry of a CPU or GPU, and the load on said circuit. The sound wouldn’t necessarily be coming direct from the CPU or GPU.

@bearmine I don’t fully understand the mechanics of it myself, but I keep hearing that a strained power stage may be more noisy than an overbuilt one for the same circuit, same load.
