the xanmod BBRv3 patch no longer applies cleanly on gentoo-kernel 6.18.33_p1

I'm not sure if I should drop the patch until someone else fixes it or try to fix it myself and hope it doesn't cause problems. the conflicting commit (d8068252f0435938ccb36e24e9c07475e5dff381) doesn't seem too bad

(I decided to fix it myself, hopefully it works because I'm testing in production.)
